Under payment reform, the financial imperatives of your hospital will be strongly linked to your ability to demonstrate clinical quality outcomes, coordinate care among multiple providers, avoid more intensive care through prevention, and reduce the overall cost of providing care. Organizations that successfully integrate with physicians will be more prepared to meet the challenges of value-based payment models (patient-centered medical homes, accountable care organizations, and bundled payments) and achieve financial success.

In 2009, CMS began its Acute Care Episode Demonstration, focused on global payments for select cardiovascular and orthopedic conditions. By 2013, CMS will implement a national pilot program on payment bundling for acute, inpatient hospital services, and post-acute services for an episode of care that begins 3 days prior to a hospitalization and spans 30 days post-discharge. In the private sector, bundled payment initiatives are active across the country and include Geisinger ProvenCare, Prometheus Payment, Minnesota’s Baskets of Care, and the Integrated Healthcare Association’s Episode of Care Payment Project.

Healthcare reform, this ground-breaking and sweeping piece of legislation seems to be on everyone’s mind. As we’re beginning to receive guidance from federal agencies and the White House on many of the issues and opportunities created by the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act, more and more questions arise. What will it really mean for you as a patient, employee and employer? What will it mean for Indiana’s healthcare and life sciences businesses, and business in general? How did we get here and what does the future hold?

This conference on the past, present and future of healthcare reform will review the balancing of interests it took to pass this monumental legislation, provide an update on the rules and regulations being written to implement the bill, and the latest thinking on the costs and implications of the bill. Over the past three months, federal agencies have been pumping out regulations and other guidance to explain and expound on the various changes to employer group health plans required by the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act (collectively “PPACA”). Employers are beginning to review their plans to determine what changes will be required to comply with the new laws and also to determine if the current plan structure may be “grandfathered” and thereby exempt from some of the new requirements.

We know you may have received other invitations to attend educational programs on health care reform, but in light of recent interim regulations, it seemed like a good time for a (or another) conversation. We’ll discuss the new grandfathering rules, as well as many other aspects of health care reform that affect employers with respect to the various requirements for group health plans and health insurance coverage under PPACA. We will talk about guidance that has been issued to date and what is still expected to be issued, and will also cover questions you may have. We hope you can join us.

B&D Consulting’s Debra Lappin will moderate a panel discussion entitled “Medical Innovation and U.S. Health Care Reform — In Concert or At Odds?” on June 16, 2010, at 2:10 p.m. IDT during the Israel Life Science Industry (ILSI) Biomed Conference.

This panel discussion will more closely look at health care reform, to what extent will reform support and advance investments in medical innovation in the U.S., what are the barriers and where are we now in relation to the multiple key components of the health care reform debate that may directly affect decisions to invest in innovation in the U.S. Leaders from PhRMA, BIO, AdvaMed and the Council for American Medical Innovation will examine these issues and take a closer look at whether or not the U.S. innovation ecosystem is poised to attract, retain and sustain investments, thereby improving lives and the health of the U.S. economy.

The role medical innovation plays — both in improving outcomes and creating jobs — was overlooked by most policymakers.
